Well Winterboard is a jailbroken app that allows
you to customize the Springboard AKA homescreen and other apps. it can change
the icons and the UI(user interfaces). You can download lots of themes in Cydia
and they are
free, once you have downloaded it, it should show up when you open Winterboard and then you click it and if you close winterboard, it will respring(short restart) and your downloaded theme should be up and running. if you want to undo just uncheck the theme in winterboard and respring again.

How to install WinterBoard(Without Rebooting) :
- Go to Cydia. (You don't need a Repo, it's already available in Cydia)
- Search for 'Winterboard'
- Install it, wait for it to finish.
- Than Reboot your device ( Don't freak out! )
- Voila! Your WinterBoard is on your device..
- Download more themes and install them.
